The main questions of the research are: Do the heads of important institutions in Tehran form a power elite group? And is this group influential dealing with the social problems of Tehran? The article concentrates on the state organizations of the city and takes it for granted that their heads are power elites. The Research method includes studying documents and interviews with the elites. We have gathered our data through study of the individuals’ performance, decision makings, and relations regarding some special events. Individuals’ social characteristics are part of our data, as well. در اين مقاله با استفاده از تئوري نخبگان قدرت و با رويكردي نهادي، گروه قدرت در شهر تهران مطالعه شده است. سؤال اصلي اين است كه آيا اداره‌كنندگان سازمان‌هاي مهم شهر، يك گروه نخبه قدرت را تشكيل مي‌دهند؟ و آيا مي‌توان مدعي شد كه اين گروه به‌طور متشكل بر مسائل اجتماعي شهر تأثيرگذار است؟ اين پژوهش براي مطالعه قدرتمندان، بر سازمان‌هاي دولتي اداره‌كنندة شهر متمركز مي‌شود و سران اين سازمان‌ها را به‌عنوان نخبة قدرت در نظر مي‌گيرد. روش انجام تحقيق عبارت از مطالعه اسناد و مدارك و مصاحبه با افراد مورد نظر است. مطالعه عملكرد،‌ تصميم‌گيري‌ها و روابط افراد، در نظر گرفتن چند حادثة خاص و نيز جمع‌آوري اطلاعات حول مشخصات اجتماعي افراد، مجموع داده‌هاي ما را تشكيل مي‌دهند. http://political.ihss.ac.ir/en/Article/Download/11818
