The concept of prebendalism and prebendal government is closely linked to the political corruption which itself has various dimensions and specific roots and consequences both at the community and the state level. Based on Joseph's views, the present paper provides a theoretical framework for understanding the issue of political corruption. The Prebendal government describes how elites and brokers operate at the political system level, indicating that the elites, because of their historical-political role and their performance in political positions, enjoy additional special privileges beyond legal ones at the state level and their major goal is further access to economic and political resources. The main question of the article is, what are the characteristics, foundations, and components for the formation of the Prebendal State? Inspired by Joseph's views and use of library resources and applying a historical-descriptive approach, this paper has found that the Prebendal government incorporates a variety of factors such as patrimonialism, clientalism, perception of the state as a market, the lack of a legitimated ideology, leadership weakness, which ultimately lead to outcomes such as permanent conflict at the political system level and deep social inequalities. این مقاله می‌کوشد تا چارچوبی تحلیلی تئوریک را برای فهم کارکرد فسادآمیز نظام‌های سیاسی در قالب ایده پریبندالیسم ارائه کند که در ادبیات علوم سیاسی بومی کمتر بدان توجه شده است. مفهوم پریبندالیسم و دولت پریبندال با مقوله فساد سیاسی که خود دارای ابعاد گوناگون و ریشه‌ها و پیامدهای خاص هم در سطح جامعه و هم در سطح دولت است، پیوندی نزدیک دارد. نوشته حاضر با ابتنا بر آرای «ژوزف»، چارچوب نظری دولت پریبندال را برای فهم مسئله فساد سیاسی ارائه می‌کند. دولت پریبندال بیانگر نحوه عملکرد نخبگان و کارگزاران در سطح سیستم سیاسی است و مبین آن است که نخبگان به دلیل نقش تاریخی-سیاسی و انجام کارویژه‌های خود در موقعیت‌های سیاسی از امتیازهای ویژه و حقوقی مازاد بر حقوق خود در سطح دولت برخوردار هستند و هدف اصلی آنان معطوف به دسترسی گسترده و ویژه به منابع در دو سطح سیستم سیاسی و اقتصادی است. مقاله حاضر بر این پرسش اصلی تمرکز می‌کند که ویژگی ها، بنیان‌ها و عناصر مؤثر در شکل گیری دولت پریبندال کدام است؟ این مقاله با الهام از آرای ژوزف و استفاده از منابع کتابخانه ای و با کاربست روش تاریخی-توصیفی، بدین گزاره رسیده است که دولت پریبندال مبین ترکیبی از عوامل مختلف مانند پاتریمونیالیسم، حامی پروری، تلقی دولت به عنوان بازار، فقدان یک ایدئولوژی مشروع، ضعف رهبری و... است که در نهایت به نتایجی چون تضاد دائمی در سطح سیستم سیاسی و نابرابری‌های عمیق اجتماعی می‌انجامد. http://political.ihss.ac.ir/ar/Article/Download/12326
