Since facts do not speak for themselves and need to be interpreted and organized, the article seeks to provide a theoretical basis for this purpose. The starting point of the discussion is the theory of historical institutionalism and the refinement of its position among various theories in the field of political science. The question, then, is what opportunities or insights does historical institutionalism provide for researchers in this field, and what tools for analyzing them? After extracting the methodic possibilities in the theory of historical institutionalism for analyzing the relationship between government and parliament, in the second part, the article tries to provide a guide map for collecting and analyzing data on the relationship between government and parliament in the years after reviewing the constitution. %U http://rimag.ir/fa/Article/12636
